Frost Emblem Advidce

How are you guys spending your frost emblems on your elemental shammys? I'm not sure what to do. The first thing I went for was www.wowhead.com/?item=Waistband of Despair which was a big upgrade for me now I'm not sure what the best move is. I already have full t9 stuff and I have plenty alts for saronite so I'm getting the crafted legs. Neither of the cloaks looks ideal. Is it worth waiting and getting 2 pieces of t10 at the same time?

If you are raiding, I would go with the T10 set peices. The guild I joined only hand out the upgrade marks to people who already have T10 items (guilded or pug). If you dont raid, then I would go with the non set peices.
