how many % is needed for draenei? is it 4 or 3 %? and how does the talents work on this?

Its traditionally 4% but as Draenei it turns into 3%. If you spec all the way 3/3 into Elemental Precesion then you don't need any +hit items/gems/enchants etc. If you don't then you need to make it up at a rate of 26.23 hit rating per 1%
You'll still miss night elves, ret paladins, blood elves, and especially blood elf ret paladins with only 4% hit. And they always seem to resist the spell that would have killed them. Funny how 1-2% miss chance turns into 50% when it matters (I've seen blood elf ret paladins resist all 4 of my lava bursts). I pvp with around 7% hit because of it. That's 2/3 in elemental precision and 3 pieces of ascendancy gear instead of dominance.
