Dunno. Maybe the opening of that new instance? I think there is one coming in 3.1??? Ulduar?
I never paid to much attention to events that happens when expansions,new instances is launched but for the WOTLK part i DO know.Quote:

After getting in game and seeing what you're actually talking about, I have to say its just a bug in the game. As Mmcookies linked, its related to summer festival event. This emote should not appear outside the Slave Pens instance, and only if you summon the summer festival boss (which you can't right now).
P.S. The Ice Stone has melted!
