If I did 2 RAF off of one account (A--->B,C) can I grant 30 levels to each RAF I did or can I only grant levels to one of the toons? Thanks in advance.

You don't grant the levels to the accounts down the chain, but rather you go from the bottom up.
Meaning this:
If your account A referred B and C:
B can grant levels to A
C can grant levels to A
Account A cannot grant levels to B or C.
