Quick RAF question about level granting

i couldn't find a clear answer to this question anywhere so please forgive me if it was right in front of my face and i didn't see it. =P

so according to the RAF info a recruited account can grant 1 level to the veteran account for every 2 levels they earn. that level however can only be granted to a character on the veteran account that is under the level of the character that is granting the levels.

say i have the accounts linked something like this:
Acc1->Acc2->Acc3->Acc4->Acc5
Acc5 has a level 60 that can grant 29 levels
Acc4 has a level 60 that can grant 29 levels
Acc3 has "......................................."
Acc2 has "......................................."
Acc1-4 have a level 31
Acc2-5 grant 29 levels to each level 31 making them each level 60
now Acc1-4 has 2 level 60's on them

here is where my question comes into play, can the newly granted level 60's grant 29 levels to there veteran accounts, or can they only grant 15 levels for the 30 levels they actually "earned"?
