Always On Top not Saving, and PiP issue

I am having an issue with PiP. When i swap I "most" of the time get a semi freeze up, my FPS drop to unbearable. To fix it I have to minimize and bring them all up one at a time, bringing the new region A ( main window ) up last. It does not do this all the time. Sometimes when I PiP, its all good. But thats only about 10% of the time.

I was thinking that its an always on top issue? However I cant seem to test that because when i check the "a;ways on top" option in maximizer, it never saves. My other PC is exactly the same as my new one and has no PiP issues.. same OS, loads of ram..ect.
