1. I have four accounts three have both WoW and TBC and one just has
WoW, I cant afford another TBC right now and want to start dualboxing
right away. I also want to play alliance, so what classes are best to
make for the four? I always hear all shamans but since one account does
not have TBC and cant be a draenei what four classes should i use?
2. Collection quest? Yes or no? or should i just grind and do kill quest? Thanks guys!!

Depends on your goal. PVP or PVE or both.
I run five different classes currently with the ability to sub in shamans/druids as I see fit. So, I have either prot pally, boomkin, ele shaman, fire mage, holy/disc priest OR prot pally, boomkin, ele shaman, boomkin, resto/ele shaman [my alliance is prot pally and four ele shaman as the sub ins].
From my observations the folks who like to PVP often go with all the same range DPS class for obvious reasons. Some sub in a pally for both PVE and PVP. However, people have also been very successful at PVE with five shamans - they can tank (elementals), heal and DPS.
It remains to be seen what the "best" choice is with the current changes and WoTLK (e.g., removed stacking).
If I were in your situation (and wanted to primarily PVE) I would likely go with a paladin, two DPS and a healer option (probably druid (depends on your DPS choice) or shaman (totems), priest would probably work fine too). There are always plenty of DPS classes to pick up as a fifth for instances; but you could just wait for a tank or a healer if you wanted. I think you will likely need the fifth for instances so I would structure your group based on that expectation.
I am not very experienced with PVP so I cannot offer much opinion on that.
Now, if you get a fifth account....that would open up your options much more.
As for collection quests, I do them at the very early levels and later on if the drop rate is high. I also do them on one or two toons if they are falling behind the rest of the group (although, this can shift the balance in the opposite direction). However, generally they are too be avoided if you run five classes. If I ran two, I would probably do them all. Sometimes I will do them anyway if the grind isn't too bad. For example, the Weapons of Choice quest in the Barrens I do (the one where you collect three different weapons from the boar dudes) because I don't mind the XP grind doing it (I need to reminisce about my EQ days sometimes =P),
