Extended ASCII can be written using "Alt codes" -- that is, holding alt and pressing a sequence of keys on your numpad (note: this does not work with normal 1-0 keys above the standard QWERTY keyboard -- only on the numpad which is usually just right of your letter keys).
I find this page pretty useful.
I was under the impression that all of those accents were not allowed in names. I mean you can make them but if someone complains you might have to rename you toon.

Names are only unique on a per server basis so you don't have to worry about ten million at all.
If your on a mac its option and the letter/letter or something like that. For example my female night elf druids name is Alizée, the é is done with option-e (to enable the hyphen) and e for the letter. the ´ is option e, ˆ is i, ¨ is u, ˜ is n.
Of course this will only apply to a small fraction of people :(
I've had accents in my 4 toons' names since they were created and no reporting. 70 for a while and everything so I don't think blizz cares.
In answer to your question it's just alt+numpad numbers
e.g. alt+0234 makes: ê
as you increase the 0234 part (ie 235 ) you move further down the alphabet in the accented characters.
