WOTLK mage synergy

I've been peeking a bit on the wotlk mage frost tree, which seems to have some very appealing synergies. With three mages in a team, would the following be possible?

1) Elemental is on 3 min cooldown. With improved water elemental, it lasts 1 minute and regens 3% of total mana every 5 secs. Doing roundrobin on these would allow the mana regen to be up permanently (in theory this would work raidwide, so even if it does work, it'll probably be nerfed at some point).

2) Fingers of frost - 30% to apply with each frostbolt cast (10% per mage), so it would be up around 50% of the time when spamming frostbolts (4 sec duration). Combined with shatter and frostbite (the latter not working for most bosses ofc) this would mean a lot of crits (combine with ice shards ofc).

3) Winters chill - stacks five times and would be maxed after two round of bolts, seems like good synergy.
