Rogues
Cheat Death: This talent has been rebalanced significantly. Killing blows are no longer 100% absorbed. If the Rogue is below 10% health, the killing blow is still completely absorbed; if the Rogue is over 10% health, enough damage will be absorbed to reduce the Rogue's health down to 10%. For the following 3 seconds, damage is not always reduced by 90%; it is now reduced by a maximum of 90%, depending on how much resilience the Rogue has. The damage reduction will be four times the damage reduction resilience causes against critical strikes.
I think this change alone will have a huge impact on my 3v3 game. I started keeping track before the start of S4, and the only losses I had where to teams with Rogues. This should make a huge impact...against the elemental shaman combo they seem unkillable with CoS, Vanish, and a healer. I end up killing them 2-3 times everymatch.

I was under the impression that this was done to keep Cheat Death from being viable in PvE situations (some sub rogues were being used to tank some NPCs in raids using CD, if I am not mistaken). I don't know if this is a big nerf or not in PvP though, but the idea to have it affected by resilience should make it so it's still viable in arenas/BGs but not in raids or instances (unless you gear for PvP, which usually hurts your DPS in PvE).

Don't forget the 5% nerf to Sinister Calling!
Sinister Calling now increases damage to Backstab and Hemorrhage by 1/2/3/4/5% (down from 2/4/6/8/10%.)

That one makes me cringe much more than the cheat death change. Argh.

That one makes me cringe much more than the cheat death change. Argh. Before I started multiboxing, I leveled a rogue to 70. In two days I was able to get to 1950 (S3) in 3v3 with a mix of S1, Blue Rep gear, greens , and random ZA epics.
Not saying my above accomplishments are super leet or anything, I am just pointing out that Rogues needed a nerf... this is only a start.

That one makes me cringe much more than the cheat death change. Argh. That hurts more I think. I hate Cheat Death, I have it on my rogue, but I hate it. They should just drop the Death and call it Cheat.

Like the orginal poster it seems like you have to kill rogues 2 and 3 times.. They cheat death cloak vanish get healed to full come back. Maybe now they will die when 3 shaman are landing a chain lightning on them at 25% health. Stupid talent.
More of a PvP nerf. Sub rogues were doing arena in superior DPS PvE gear, relying on Cheat Death instead of Resilience to keep them up. Ming suggested the fix linking it to resilience I believe, and it happened.

As the owner of a 70 rogue that I love to play, I'd like to just say...IT'S ABOUT DAMN TIME! :P
I haven't followed any changes that's happened with rogues for almost two years. When I started my shaman team and really got serious about BG and Arenas i quickly learned to despise them. Hell, I down right hate them. If a mage racks up 10+ kills pwning my shamans in a lopsided battleground that doesn't bother me nearly as much as a freaking rogue sapping, cheating death or cloaking. I learned to I just ignore them until everyone else is dead and that's calmed my nerves, but the chain sapping that keeps my characters from moving around still grinds my gears (I know ghost wolf but sometimes your indoors). When I learned that Cheat death was getting changed I think I did a little dance right at my desk.
As my guildmates will testify, I have often and repeatedly said that Cheat Death is my single most hated skill. So very much. I have hit rogues with almost no health with chain lightning and have had the bounce kill someone, but the rogue simply walked away. It's almost as if I can't kill a rogue. The worst is out in the world on a PVP server. They'll sap a guy and then go all out on one target trying to kill him. I just drop a poison totem and spam heal for a bit to make it through the cooldowns, and then knock him down to less than 10% health. And he has plenty of time to vanish and walk away. Sometimes they'll try it again, sometimes they won't, but with Cheat Death there is almost zero risk of them getting killed before they can vanish.
