Is this still a bug? white-list not passing shift+<key> or ctrl+<key>
I've run out of keys for my macros and 4-box setup. I can't seem to make any Shift+<key> work with KeyClone between 3 computers.
I use Bartender addon, so for example Shift+M is hotkeyed on all my clients to a WoW macro.
The remote KeyClone only interprets the Shift+M to the key M only.

Can you do me a favor and log into one account WITHOUT keyclone and see if the shift+M keybinding works?
I have had issues with bartender before where it only recognizes the standard 1-0 keys (the standard blizzard action bar) and nothing else. So it COULD be bartender.
Just a suggestion. I just remember having issues back in the day. I use TrinityBars now.

Ok, I'll have to check it tonight (still at work).
I'm pretty sure Shift+M works without KeyClone as I still single play as main tank my guild's raids.
I also use ItemRack.
Ctrl+1 - pvp 1-hand gear set
Ctrl+2 - pvp 2-hand gear set
Ctrl+M - pve main tankset
Ctrl+N - pve dungeon farm set
So those keybinds macro's work. But they don't pass via KeyClone.
I can also create a macro to use those ItemRack via WoW macro and assign it to a keybind.
I "used to" use these hotkeys in Bartender and it worked single play w/o KeyClone
Shift+C - flying mount
Shift+X - land mount
These worked fine but I had to switch it to Shift+M and Shift+H.
(funny haha story)
I "used" Shift+C for flying mount on my main, and "C" for some tanking trinket.
KeyClone did not seem to work passing Shift+C, so I made all the remote shamans to use "C" as their my flying mount.
To make a long story short, I was flying high one day will everyone on follow, and I happen to hit ALT+C to check on my character sheet.
A few seconds later, the remotes shamans were falling to their deaths because ALT+C was not passed by KeyClone, but the "C" did = use flymount again or dismount at the time.

Disable or Enable the "Strict" passing setting in KC. That should do the trick.
At work so can't check what it's called exactly. But that did the trick for me.
