I am not yet lv 70, but I am starting to plan for it. Once thing I have never seen in game in the Shattered Sun area that was made available since patch 2.4.

Where is the Shattered Sun at?
How do I get there - do I need flying mounts?
Can a 5 box team (pally and 4x shammy) do it at lv 70 with blue gear or do I need to gear up from regular 5m instances first?

Magisters' Terrace offers normal and heroic modes, and is the third 5-man dungeon in Azeroth with a heroic mode (and the first one outside the Caverns of Time). Kael'thas Sunstrider appears as the final boss.
Sunwell Plateau is the location of the Sunwell, and Kil'jaeden himself is the final boss.[2]

Travel hubs
Sun's Reach, the primary staging area for the Shattered Sun Offensive, is the primary travel hub to and from the island. This flight node is available to all level 70 players.

Light's Hope Chapel, Eastern Plaguelands
The flight path to the Isle from Ironforge, Hatchet Hills, Light's Hope and Silvermoon City is learned automatically at around level 65. After a certain phase of reclaiming the island (as indicated by the number of completed daily quests), a portal will be opened between Quel'Danas and Shattrath City, allowing easy transport to the island. The portal from Shattrath to Quel'Danas is located in the alcove where G'eras (badge vendor) and Almaador (Sha'tar vendor) are presently located and drops off the player in the Sun's Reach Sanctum. Complete the daily quest Know Your Ley Lines to collect an item that allows a one-time-use teleport back to Shattrath.

The Alliance flight path from Ironforge to the Isle of Quel'Danas is distinctive among flight paths in that once the gryphon flies past the front gates of Ironforge the gryphon and rider are instantly teleported to the edge of the Isle of Quel'Danas Zone and then fly the rest of the way normally. This saves the rider from a very lengthly flight.

It is a hard instance in 65-70 blues, if you manage the first few trash pulls you can probably do the first two bosses - which is what I found.

go there, kill mobs, do quests, get money, add these to your daily daily's, nice income of gold

as for the instance magister terrace, normal should be doable in either S1 pvp gear and/or other instance gear, as long as your gear is not green's you can give it a shot.
be wary though as its quite a bit harder on micromanage (lot of big pulls) but a challange it would be for sure
as a fresh 70 you'd be better of trying the normal outlands instances first, and perhaps some of the easy heroics like Slave Pens and Underbog before trying magister terrace normal

magister terrace on heroic is quite a feature to pull off... get some gear first ;)

yeah what talos said. MgT is pretty tough to do, with lots of big pulls. with my current group (1 pally 3 shamans 1 preist) I have a lot of trouble doing the 5-mob pulls. The 4-pulls are a lot more doable.

My typical rep-farming run is, run in, do the trash and 1st boss, then there is a few quick aoe pulls (these are EASY with paladin tank) and then 2nd boss. Then run out and reset.
