This person is somehow able to view her game clients without using broadcasting software and I would like to be able to as well.

There's lots of software (and hardware options) to manage how different windows are displayed that have nothing to do with keyboard input at all, much less keyboard broadcasting. And then there's lots of different options to provide input to all those different windows. None of this is as simple and cheap as doing it in software, but the community here is working on several different approaches. I think all the different options are still in their infancy and going through rapid innovation and improvement as different people figure ways to improve different aspects of it. We may eventually get to a point where someone can say, "click here and follow the guide". But for now its mostly a matter of building your own solution.
It kinda depends what you want to priorities in terms of performance and what you want to spend to set it up, but I'd suggest reading through these threads if you haven't already.

Can you please tell me what that person could be using from what can be seen or estimated from watching the video?

She created her own Isboxer program with assembler:

There's multiple things going on there. What we see in the youtube link above is not what the user sees - she has additional video editing to show her monitors video output within the single youtube video. She plays across multiple monitors, her main on 1 monitor and her 9 alts on a 2nd montitor. In terms of "how do I do that?" Its really not 1 thing, there's probably multiple pieces of software, multiple pieces of hardware. At the core, she's using her own developed application, similar to ISBoxer & Innerspace, but I don't know enough to say if she forked off the current development recently or maybe its completely different, just with a similar UI. Check out her youtube channel and go back a ways for older videos where she talks about her setup. She hasn't really explicitly said what pieces shed updated since the software broadcast ban went into effect, but she says that she's doing it in hardware now.
If you have a specific part of her screen, or a specific function you have a question about how she does 1 action, we can try to dig into that some more.

Looks like those are all AHK scripts to set up windows. While I agree that he's not doing any sort of software broadcasting, I do believe he's using a tool that was previously identified with software broadcasting. So while I do believe everything he's doing above is correct and follows both the letter and the spirit of the law that Blizz just put out, I think that will be prohibited anyway.
To restate that: I think we can achieve exactly that same effect. But we cannot do it while using any part of ISBoxer/Innerspace, AHK, HKN, Keyclone, Level-Buddy, etc.
That why he says:
After launching the clients you could close the script and use the native Windows mouse-focus feature and it will work perfectly.
And don`t have the battle.net launcher open - launch from game shortcut
But I´m waiting for LAX and team to get JMB out
