Is it the case that certain covenants get bonus for certain dungeons? If that’s the case I guess that for your m+ team you want different covenants to cover all dungeons?

anyone given this some thought? What would that mean for leveling and questing?

That is true for people that want to push high keys. But man! that will be a pain with your team having to do more than one cov per group!

You level your teams in covenent groups and do all their ourdoor content together and then your dungeon teams will be a mix of those.

This would be the most scalable way to solve that problem. It's REALLY going to depend on the impact of the covenants and how dependent upon those covenants we'll be in order to be successful. If it's required to have each ability in each dungeon, then yea, for trinity comps you're going to want 3 separate teams that you then pool from to build your dungeon team.

For 5 class teams this is going to be particularly awkward and you'd be balancing your class dps or survivability against the utility of the dungeon ability. In my ideal world, these would be nice to haves and won't be required for mythic dungeon progression and I could use a covenant that feels the most fun. Just the sound of managing separate abilities on separate cooldowns in a dungeon group on a team sounds painful to begin with.

just a heads up, alts will be able to choose to bypass the Covenant storylines, after you've done it on one character.

This will be really great for us if a lot of those storymode quests phase you into a solo character area. If there isnt any solo only quests than this is still good if you dont care to repeat them.
