Single Box Not Targetting

I have a single box not targeting the same as rest of party, I have tried to reset my team, deleted him off Isboxer and started fresh, I have turned off all add-ons except this one, he wasn't black listed either. Im at a loss why this single one isn't targeting same as lead. he follows all other commands except targeting.
Any Ideas?
I have reset all the SHIFT-F11, CTRL-F11, ALT-F11 and combined all 3 to ensure they were un key binded as well.
EDIT:When I am leading him the rest follow his targetting.
