Broadcasting issue

Whenever I press my 3 key it activates Broadcasting without actually turning it on. When I press my hotkey to turn off broadcasting it displays the "Broadcasting On" message so I'm pretty sure I didn't goof a keybind somewhere.

Do I need to re-install or some such?
