Is using key up and key down allowed? Or is it bannable?

I've been trawling through several pages of threads back in '08 and '09 so I don't know how relevant they are now but I want to know what's the deal with using key up and key down. I want key down to target something and key up to interact but I have no idea if it's bannable.

Does anyone have insight? I use HKN if that matters.

Lots of us have that in our setups and that hasn't changed in years. No need to complicate things. If you are triggering actions based on a key action with your physical fingers making the actions happen and do not have programmed delays where a subsequent action happens without additional physical contact with the keyboard, you should be fine.
