Layering is causing major issues...

Today I logged in inside Stormwind and made my 5 man party. 2 of my characters refused to join up with my layer. 10 minutes later and they still won't join up. Anyone else having the same issue?

With the ongoing DDOS attacks (https://us.forums.blizzard.com/en/wow/t/recent-ddos-attacks-impacting-game-service/290063) and the recent changes to layering (https://us.forums.blizzard.com/en/wow/t/new-increasing-cooldown-for-changing-layers/290703), I would imagine there could be some issues.

Loading in a diffrent zone brought them back to the same layer for me

No joke, I had the same thing happen to me it took taking a zeppelin from under city and back to solve.
taking a flight path had no effect at all, it was only after I learned that a blue post said the layers are continent based and not zone/area based as is the way with sharding.
