Keymaps off

Hello

I have my hot key's binded to the following letters: A; E;R;F and so on and so on.
now when i toggle the keymaps off, why are they still broadcasting to the binded key ingame?

for example: my Letter A is bounded to & (1)
so when i want to say: hahaha, i get h&h&h& ..? even with keymaps toggled off..

is it something i'm missing or do i got it all wrong.
