blood dk macro

Ok i use this macro its pretty good does everything with enough haste not much down time. If your at around 40% unbuffed haste once marrow hits you get around 60% haste and as long as you keep that up regen is no issue at all. My question is on all other toons i can get both their artifact weapon in the sequence to work and another cd one. For ex. Druid bear can have the rage of sleeper and frenzied regen click when cd is off and its set up just like below. Anyone have an idea why this will not click just like the druid one. I will post both so you can see both.

Only thing I can think of is that the DK one has a 45 second cooldown, whereas the Druid one is 1.5 min.
