Yes.

Although each lock will only see their own by default - I think there might be a way to change this, if there is hopefully somebody will point it out as I would like to know too!! :D

I dont play for a while but as i remember, there was setting for seeing debuffs from others too. I played 5 locks with this setting on and I had all the debuffs visible.

I like to be able to see all of my toons debuffs on target.

/console noBuffDebuffFilterOnTarget 1

That did the trick.
