This is Netflix's tool where you can check your download speed in real time. Easier than Speedtest and none of the ads, doesn't check upload speed though.

Netflix doesn't need to care about how fast you can send them info, that's not a core foundation of their business model.

I cant believe they are wasting a million dollar domain name on a bandwidth test.

Do not underestimate the value of solid diagnostics tools, especially those where you can control as many variables as possible. That domain is a drop in the bucket in terms of overall support costs for the product, IMO.
