They know who we are!
While this will change over the course of the expansion pack as you gain power, the tuning values for a fresh max-level character we're currently shooting for are:
Normal World Quests: 1+ player(s)
Rare World Quests (blue, no dragon): 2-3+ player(s)
Rare Elite World Quests (blue, dragon): 3-5+ player(s)
Epic Elite World Quests (purple, dragon): 5-10+ player(s)
Some content will be easier or harder within each difficulty band, this is intended. We would like the outdoor endgame to have challenge peaks and valleys.

Only concern now will be the randomness on the quest popups,
what are the odds having the same quest on 10 toons at the same time ( if these are not shareable quests )

It's already been stated that world quests are region-wide, as the whole point is for people to be able to play together, not to play Do-I-Have-The-Same-Quests-As-You-Do Bingo(tm). The only exception are world quests which require order hall story line progression, but that is something we can work to keep in sync ourselves.
Overall I'm quite excited about World Quests. I only find myself wondering how the new tagging rules work under the hood, as that will determine the group sizes we'll be able to do them with.

i just wonted to say a few things about this what i seen so far on beta and talked to level 110 players.
World quests seem so far all around great the fact that they are region-wide was not just to help with getting the right quest but its to help with realm hoppers ya crz is great and fun but say only one realm had a world pvp quest zone up this could mass up world quests or though they could do the same system to lock down world quests for the other side. *couth* ashran/wg/tol so you would have to use the group finder to find the realm that is owning them to even win them i hope it does not go down like this or though it most likely will.

the hole system where some quests are raid seem great for boxers to team up! am looking forward to that or if your a 10 boxer you can have some fun for once! in a raid
The other thing i wonnted to say is we still got a good 4 months of beta and seeing that world quests are already in the game getting tested is really good news in WoD we was like 3 weeks at the end of beta and we still did not have anything much to do outside out ashran and arana/bgs etc. and garrisons. they did got and fix it and release the % quests and rep but it was very very rushed and well its a no brainier it did not pay off.

there was a topic a on the new tagging system and how it works and i will try my best to say how its working on beta atm (some of this are bugs that still need ironing out)
there are a few kinda mobs in the game same as now normal mobs, ! tagged mobs and Raid mobs.
normal mobs have a player cap of (or loot list) of 5 players if in a party then you be the 1st on the tag/loot list up to the cap, so 3 players in your party two other players can tag with you. if your 5 then no one else will beable to take the kill so if your 2 groups of five no fast way quests faster saying if 5 party's was to tag it.
! mobs are the same now more or less has as many as there are players on its tag list.
and raid mobs (only for world quests) you can kill and get loot/quest/items for everyone in the raid. they don't seem to let random players tag them at all.
so in a nutshell 5 players in or out of a group can tag a mob.

i wonted to say with pvp more of less going to be kinda boring in ins EG arana/bgs as you will only get RNG pve loot and ofc pvp talants < this is the bit we care out. but we can get them from world quests and honor kills in the world.
Talents DO work in the outside world!!! and as soon as you enter pvp talent you get the new spells/cooldowns. there only 6 you can pick. Or though unlike live you will not get the pemade pvp stats (higher ilvl) this is good in the way as after talking to devs and just understanding how games sould work this is where more of less 80%+ of the client/db lag comes from in world pvp as the clients can not keep with everyone stats going up and down like a YOYO.
So we be using pve gear in the outside world. So LFR/LFGraiding or epic world quests would be the place to get gear from that going to be a nice change as normally i would gear out in bgs/arana.
This is good in a way as well as i can play a team not just that's op and something i really wont to play and miss a lot! (or though atm there kinda op) if you know me then you know what group am talking about ;)
anyway this is my planing and what am doing in beta.
PS: most of jamba working well in beta ;)

world pvp quests you can skip there is no need to do them at all no rep and or count to the 3 a day.
or thats something else you can do x quests a day for a exata quest but they last 3 days so you not made to log on every day and lose out i like this as its not that i don't always log on but somtimes i don't log on that team.
Edit Some more news today i saw with world quests that look good for us!

Skull Rare Elite WQs are Dungeon World Quests, requiring a dungeon group.
Sounds like this iconography isn't particularly self-explanatory though, will pass that along to the UI guys.

I love world pvp, I hate FFA arenas though. Why most of them? This game wasn't designed around 1v1.
FFA is about as far from 1v1 as you can get (Muffinus (https://twitter.com/Muffinus/status/720425492763922432))
Then in that case it's just PvP guilds hoarding them, or waiting till 3 AM just to have a shot.
Some options to consider: no grouping (full FFA), limited groups (max 5 man), buffing solo-ers. (Muffinus (https://twitter.com/Muffinus/status/720469173047058432))
Most times I see groups of friends at FFA making it so that only their friend wins. Which isn't fun
