Just curious if this is reliable for multiboxing.

Looks like a funky method, and no reason it wouldn't work (I believe it has been suggested many times) however I can see several issues with that particular device.
1. You need many computers. OK if you can get a bunch of cheap ones to run your game I guess, as they will probably only be running a single instance.
2. No way to stop a game receiving the input unless you unplug it.
3. Presumably you need the same resolution on all computers. That's a bunch of monitors required, or a KVM that is providing a standardised output that matches your actual resolution. Most KVMs standard signal (no head present) reverts to 800x600 or 1024x768.
4. You have to hope no background processes do something funky and cause the input processing to lag out for a millisecond
5. You need PS2 peripherals, which are few and far between these days, although you can get a USB->PS2 adapter (or you used to be able to. I have a little stockpile around here somewhere).
6. PS2 keyboard/mice are usually only standard devices so you get no extra "macro" keys. Only a standard 101 keyboard and a 2 button mouse (+ scroll).
7. Even if a gaming keyboard/mouse did work, the software for them probably wouldn't, which will cut out quite a choices.
There may be other things too. This is my short list.
