Action Target of Character Set

Hello,

I'm trying to toggle menus based on the Character Set that use them. So, I'm using the Menu State action to load/unload the menu.

I share these menus across multiple character sets, but not all character sets need all the menus. So, I was hoping to have the target for the load/unload actions be a character set. I can't figure out how to do this, however.

I know I can create Action Target Groups, but in this case I have characters in multiple character sets, so it would be pretty confusing to go that route.

Any suggestions/insight would be greatly appreciated.
