Does anyone have a link to a powertoy or registry setting to make my Vista 64 behave like X-mouse to autoraise and focus windows like my XP could do using TweakUI?

Control panel -> Ease of access center -> Make the mouse easier to use -> Activate a window by hovering over it with the mouse
