From diablofans list of undocumented changes, does this have any real impact on the way we play at all? For instance if we set up a key to send 1-4 to the client and set it to be able to be held down that would really just spam every ability as soon as off CD and still be within the confines of the rules right, given we could do the same thing in game?
QOL change: Holding down a button will now recast that spell when off cool-down.

I don't see why not, but why would you want to do something like that? Don't you normally save certain abilities for certain situations? I haven't played every class in D3, but it seems like it would be a waste to constantly spam everything all of the time.

What I don't get it's what's the change cause that works for me right now. I leave a key pressed and it just casts that skill endlessly as soon as it's off cooldown. It only stops if I press another key. Maybe that's the change?

I believe it already works that way for mouse buttons, but I don't think it currently applies to the number-keys.
Its kind of a minor change, maybe some builds rely on chain-casting short CD spells from 1-4 and will benefit from holding it down, but this seems unlikely to apply to a boxer. For instance, if you could say bind tempest rush to 1, and held down 1, and tempest rushed everywhere while saving left/right mouse for more situational abilities.
In either case it's not a huge change to the way we do things, since effectively you could achieve the same effect by just mashing the keys over and over, and we are likely to continue to do so for most builds because of periodic abilities that we don't want to cast immediately when they come off cooldown (e.g. once per fight abilities).

I still dont get the change cause it's precisely how it works for me TODAY and I'm not playing the PTR. Your example about Tempest Rush is literally how I play my 4x monks. I don't have Tempest Rush assigned to a mouse button but to key 1:

I leave 1 pressed and just point my mouse to wherever I wanna go. It's a VERY relaxed way of playing since I just move my hand without the stress of holding a button for hours. SSS on Left click for elites and right click for my mantra which I rarely use. I don't get tired ever.
Also, if I need to go AFK and I don't wanna get DC, I just stick a piece of paper to any skill that has cooldown and it will recast it forever. I can leave my party in a Rift and go get something to eat, get back and they will still be there casting Laws for example.
Try it and u will see it works. I think the change is so that multiple keys can be pressed and it will still recast CD skills because right now, if u have a key pressed recasting a skill and u press another key, it will stop recasting that first skill. U need to stop pressing and press again that key to get the loop going on again.
The benefit from doing this is that the skill is casted precisely after the cooldown ends. Otherwise u have to spam a key which is not the best idea. Back in the day of CM wizard when we had to spam 123, Frost Nova was THE skill to stunlock elites and spamming the skill was not the best way to get it off ASAP. Since the client received so many keystrokes at the same time, I could notice endless times where my nova was already off cooldown but still waited like 1 second to be casted cause all the key smashing going on.
Hope it is what I think, it will help my setup quite a bit. I'll check the PTR soon and verify this.

If you can remove your hands from the keyboard and mouse, and have that program continue to automatically press button(s) for you then it's against the ToS. The author doesn't do a very good job at explaining how the program works, but you can clearly see a button for "looping" which can be assumed is automated.
