Servers are down (it's Tuesday morning) so I can't try it, but I'll try it tonight. It doesn't *look* like it would work to me, but I'm new to ElvUI, so I'll give it a shot.

In ElvUI everything the tooltip displays is controlled in the tooltip section of the configuration. You can attach tooltips to the mouse using this option (1 in the following instructions). Or you can move its anchor using the general frames toggle (2 in the following instructions), doing this will negate the tooltip dodging around other frames, such as bags, or chat boxes, etc.

Method 1:
enter command "/ec" to open the config menu.
Select "Tooltip" from the menu on the left side of the window.
Check the "Anchor to Mouse" option.
Close everything and you should be set.

Method 2:
enter "/ec" to open the configuration menu
Select "Toggle Anchors" tab at the top.
The menu will close and all frames (visible or otherwise) will show as boxes that can be moved by dragging them where you wish.
When you hover over a frame a menu will appear allowing for fine tuning adjustments.
The tooltip menu by default is anchored to the far right bottom corner of the WoW window. It is fairly small and is labelled "Tooltip," (to be honest it takes up about as much real estate as the word Tooltip) you may have to relocate a frame or 2 to get to it. Once you move this frame it will always appear where you place it, (which may be behind other windows) and will not dodge other windows as it does by default. The tooltip grows from the bottom right corner of the frame you can move.

Thank you BettySue! I had tried Method 1 and found it annoying. I had tried Method 2 and couldn't find the tooltip frame until you pointed out how small the frame is on the frames display. Once I had that clue I found it right away. Thanks again!

Glad it helped, probably took me a solid week to find the frame, because I had my recount frame down there and it would blend in near perfectly.
