1 Paladin/4 Shaman - Flametongue or Windfury?

I thought I read in the past where one of you more established boxers was using windfury but it seems to me flametongue may be the better option assuming it works with plus spell damage (I believe it does) and since it procs every hit instead of chance to proc? Please advise. Thanks.

Paladins (protection, anyway) generate much more threat through seal/judgement procs than they do through dps. More mana = more threat from chain consecrates/judgements/seals/shocks. Windfury = more hits = more seal/judgement procs = more threat for pally tanks.

Would you go rank 1 windfury totem then since the additional attack power is about useless?
