No it's not. It is only needed when their is a commercial activity involved (e.g. if you people need to pay in order to play on your computer), not if it's for fun only (i.e. if people gather up and network their computers for lols they are not subject to that law). That is taken directly from the lotteriinspektionen press release (aka the lottery inspection commission).

Yeah, I've always said the only fun there is to be had in Twin is the fun you make yourself. Thus we make our own fun.
