The item you get in the mail is this Celebration Package (http://www.wowhead.com/item=71134) .

It is a re-usable item and according to WoWhead comments, should be usable between today and December 3rd.

Yeah, it should be for more than one day. They've been doing this for years now where you've got like a week or so (in this case, apparently until 12/3) where you can log in and get the anniversary achievement and the in-game mail. If today was the anniversary it would technically be wrong since WoW was released on 11/23, not 11/18.
