[Help] Need advice / help on a Keybinding.

Not spoken much round here.

I need some info / advice on a keybinding that is in the standard UI

Target Current Talker

Whats it used for? I have tried to speak, get others to speak, shout, whisper, emote and had no reaction so far.

Any ideas?

I assume its refering to the WoW built in Voice Chat, but i wouldn't know since the wow voice chat is absolute crap.
