So I just started a RAF and leveled a char up to 7. I want to see how many levels I could grant to my friend.
When I log into Battlenet, I do not see any place to see how many levels can be granted or how to grant them.
Is there a place to check to make sure that the RAF is activated correctly and how can I see how many levels have accumulated to be granted?

There's no place that lists the available number of levels you can grant. If RAF is set up correctly, you should see the ability to summon or grant levels listed when you right-click the player portrait in game. The recruiter's account should also show a confirmation under the RAF section of their BattleNet account page.
To grant a level, you must be within 100 yards of the character you are granting levels to.
The character you are granting levels to must be lower level than the character you are granting levels from.

As Khatovar said + you can confirm you are linked in your battle.net - you can also check when you're grouped that if you right click on the referee that the option "grant a level" shows up in the menu
Lastly for # of levels : you can grant you first level when you reach level 2 and 1 more every 2 levels after that - up to a maximum of 39 (and not 40 as documented/expected)
Given it takes a lot more xp around 80 than around 1 - you probably want to grant your levels to a high level character
Typically you want for each pair - that the grantee reach 80.99 (last granted level the grantee is 79.99 and the grantor is 80.01; which can then grant 1 last level and make the grantee almost level 81 )
