So after I have a hell of a time buying the game, two of my accounts get randomly banned:
"We have determined that the World of Warcraft account X has been accessed/compromised by someone not authorized to do so by the World of Warcraft Terms of Use "
Um no, they have not. I logged on with my other account and checked guild status and my characters had not been accessed since this morning when I played them. I checked the guild bank and every item and piece of gold was there.
ffs...

Omfg, apparently this is linked to when my card was declined a bunch of times by their POS (I am not saying point of sale either) billing service and I had to call in to get it resolved. I seriously cannot believe this bullshit.
Now I have to send in photo ID to get my account back, this is hilarious.

This shit is why when I have issues with a company (be it credit cards, phone service, whatever) I make them put a note in my file explaining why such and such event(s) happened so the next time someone looks at my info they can easily tell exactly what went on, why, and can more intelligently help me prevent unneeded drama.

Haha, really have no idea why this is happening. Maybe Eve Online is somehow causing this, it just doesn't want me to go.

When I had my accounts on month-to-month, Wells Fargo would constantly trigger fraud prevention every month and I'd have to call to clear things up. Now, I have the accounts on 6-month billing staggered every month, so I only get one charge every month (and one out of 6 months has no charge).

Sears Mastercard has sensitive fraud BS as well. I can't tell you how many times I've had to get on the phone to them about game accounts. Especially when they see 15$ X 5 all at once.
One thing I did that helped was instead of renewing all my accounts at the exact moment. I would only renew 1 or 2 on one date- then the others on another date. So when the auto draft hits it's all on different days instead of all at once.
P.S.
Please don't laugh because I said Sears. :D

Update:
Attempting to send my info in electronically. The great thing is the process continuously times out and does not work. Will have to use snail mail instead.
Really impressive Blizzard, indeed.

It sounds like it's your end or if the document you're sending in is too big image size wise.
When I had to send in my docs for them to merge my wife's account to my battle.net, I sent it in and within 30 min, it was process and done on a saturday none the less.

3.19kb for the ToS text file
24kb for the image of my ID
.txt and .jpg as required.
Will mail the docs out tomorrow. Tried again online today and it is still timing out. Should hopefully be able to play again in about a week or so.

I remember having almost the same exact issue.
When I decided to multi-box, it was late at night and wanted to big immediately.
No problem right? Simply purchase the game x4 times from the Blizzard store...
However, the transaction would not go through. I tried maybe a half-dozen times before giving up.
Since that was useless, I ended up purchasing CD-Keys from an online game store. I bought all CD-Keys for Vanilla, BC, and Wrath x4 this way. The company scanned in the CD-key from the physical copies and e-mailed them to me.
I assumed they trashed the physical materials as I only bought the keys.
Once I got the CD-Keys, I was up and running in 10 minutes.

I threaten my bank / CC company that I will be moving my custom somewhere else if they don't sort their s*** out. It seems to work rather well.
At least it stopped the monthly phone calls asking if I wanted to upgrade something or other, or buy home contents/travel insurance (I sleep during the day, so it got annoying fast). One actually phoned me back after I hung up on him several times, and had to have it carefully explained to him why I was hanging up.
I do miss playing Rick Astley at them though, and hoping the call is being recorded for training purposes (or better yet on speakerphone, with the boss right next to them). The next company to cold call is getting Nyan cat.

I'm glad I use game cards. Helps a lot with the broken billing department that is blizzard.
If you don't want to buy 2 months at a time, you can buy one month codes directly from the blizzard store, in any quantity. I don't like keeping things on auto bill, Often I stop using something, but keep paying for it for a month or two before I remember to cancel the bill. This saves me a lot of hassle.

Got it sorted out last night. Have called the blizz 1800 number way too many times, the funniest thing I found was that they have a single menu dedicated to just "If you have problems with your credit card transaction press 3, for all other inquiries stay on the line". lol.
still have to call them back because they didn't do the name change properly, but at least my accounts are unbanned.
