I'm gunna tell you a story, of Urios. A long time ago (Literally, I'm the slowest leveler ever!) I had a level 38 shaman, named Urios. He was an orc, and was my pride and joy. From the start, the young Orc was different from the others, learning talents which he liked, rather than what was recommended, and even though he wasn't the best looking Orc ever, his skill in combat was impressive. There were times when the 38 shaman would proc with Windfury, and nearly one hit the hardiest of warriors, then top it off with a 'shock for some easy honor. Then he turned 50.
Poor Urios was old by now, nearly 2 years old (Yes, I'm THAT slow a leveler), and his combat skill had sunk lower than a old Gnomes breast. His windfury procced but nothing happened to any opposition, the totems took up far too much mana, and he found himself using too many Ankhs. Other Horde told the young Orc that he needed new armour, new weapons and new jewelery. A friend generously gave away some gold, and Urios spent (wasted) it all on enhancements and new armour, which he thought would give him the edge.
Then he dinged 60. He never got the edge, in fact he felt older than ever, and now the Orc had trouble killing AFK Mages...
Ok, so he's not that bad...but I've noticed a sharp decline in his combat skills. I find myself (Now 70) in PVP heavily struggling to fight anyone 1v1, and possibly it's my own skill that lacks, but I do what any 'pro' pvp'er does and run wildly around jumping like a mad man, spamming Stormstrike and various totems. I find myself lower than half health before the rogue is even 80%. Without being sapped!
I'm wondering how other shamans do it? Have we really been nerfed that bad??
Given my armour isn't the best, and my weapons arn't brilliant (Mainly because no self respecting Guild will take me, haha).

I'll go with the assumption you'd prefer honesty even if it comes over a little "mean" :P
Enhancement is apparently crap for PvP, and resto is supposed to be great, I can't really comment as I don't PvP on a shami.
EDIT: whether you decide to stay enhancement or not (if you enjoy it stick with it) your spec is a bit all over the place, read up a bit on the official shami forums for a decent PVP enhancement spec, and I'd be tempted to dump 21pts in resto for Nature's Swiftness myself, for something like 0/40/21 or there-abouts
What I can tell you is your gear sucks... sorry, it's the truth
-You have under 8k health in a world where even mages have over 10k for serious PvP.
-Your attack power and crit chance are way too low and you have 0 resilience...
-You're wearing leather here n' there with druid stats on em
-Most of your gear is lvl 60-65 BOE's, alot of greens in there too
Either finish off all the quest zones for semi-decent quest reward items to upgrade your gear, then run a few instances to get other items, or keep dying in BG's to get honor/marks for PVP gear, you're going to die alot before you have enough points to deck yourself out enough to have a decent chance though :/

Haha, thanks for the honesty. I'm in the middle of doing some quests in some very random places all over Outland, 'cause i'm aware how terrible my gear is. Everything seems so hard to get :( At one point I was gunning to get some PvP armour @ 70 - until I joined an AV BG and saw what I was up against. Doesn't say much for Genjuros that i was in the top 4 by the end for KBs.
I'll definately look at those links, cheers. Any other input? ~(Or guilds I can join lol)
PVP is all about the resilience now, and unfortunently that really hurts shamans.
Enhancement has taken a big turn downwards since BC. Arena Statistics tell us that enhancement are very rarely used about 2000, there are alot of problems in pvp with the enhancement shaman and alot needs to be reworked.
Elemental has taken alot of hits reciently, +spell damage has had a nerf, Lightning Overload has nerfed and now we're going to see the chain lightning natureswift nerf come out in 2.4
The problem i see with elemental shamans is that they base there spec and gear on critical hits, everything buffs critical hits so much, and we find that resilience works against us, other classes have an advantage and can look into other specs, for example once a dagger rogue was king of pvp because of the critical strikes they could produce. Now you find that maces or combat sword specs are way more frequently used.
Restoration is decient but not great. Earthshield has its problems, being a 41pt talent it shouldnt be so vulnerable. Only having direct heals means that we need time to cast and often due to LOS over hills, behind poles, around corners we fail.
Theres my shaman PVP wrapup :) If you've just levelled 70 well dont expect to be bringing down full s3 warlocks. No matter what route you take epic gear is generally pretty easy to gain. Work on getting resilience and stamina, farm AV/AB/EOTS hard and it wil ltake u a few weeks but u will be where you want to be

A quick thing I noticed looking at your build was that you are using a 2h weapon - there has been alot of debate on this, but as enhancement, I would suggest running with two 1h maces (speed ideally 2.6 to 2.8). For me, I notice that my dps drops significantly when I run my enhancement shammy with anything other than 2 1h weapons - but you should experiment yourself (I know I was not a believer at first).

Heh, actually it didn't update - I am running with duals, though not very good ones I suspect. I was silly and switched to a 2h mace, even though I was only trained up to 218 with it... :S Needless to say, it didn't work :P
Thanks for all you help guys, i'm already doing a shiz load of q and i'm gunna re-do my talents to one of the recommended specs.

The two maces you listed are ok if you can afford them, but better off getting stuff from PVP bg's, like these: Gladiator's Pummeler ('http://www.wowhead.com/?item=28305') The blue items you listed are no longer available, they are replaced with this set: Gladiator's Earthshaker ('http://www.wowhead.com/?itemset=578')
Then the none-set epics etc. You can deck yourself out entirely from BG's if that's all you want to do, but you'll need different gear for instances etc

For my Enhance Shaman, I agree with dual weilding, saw a huge boost in dps when i made the switch. He's only 63 right now, but he's a Master Hammersmith.
Plan on getting the Drakefist Hammer at 70. 2.7 speed with haste proc. Combining that with the 2.6 speed Season 1 one-hand weapon.
Cant give an armory link because I'm on a military base in the middle east, but the character name is Spooled on Suramar server if you're curious. (Criticism welcome :) )

be wary of having your off hand at the same speed or faster than your main. It has be shown ('http://www.wowinsider.com/2007/10/11/totem-talk-two-fists-of-fury-or-axes-or-maces/') that a faster off-hand will steal windfury procs reducing your DPS.
Also be careful with haste rating, there are some dips in DPS output due to the hidden WF cooldown conflicting with the hasted weapon speed
