So, the context of this post is:

Currently in passive HML drakes
A few weeks before I'll have the skills to fly Ravens.
Desirous of a passive tank if at all possible.
Will be a loooong time before I can afford a Rattlesnake/Tengu.

With the above in mind, I'm looking for something mostly passive to upgrade to from Drakes for better tankability in the harder L4s. I've done many hours of poring over the battleclinic.com loadout lists but those typically only list balanced fits as they're worried about losing too much DPS, which is irrelevant for us. I did manage to run the bonus room in Angel Extravaganza today without having to warp out so I'm capable in my current setup, though I would really like to be able to warp in a "main tank" for missions like this and just sit there and take the damage while my other 3 DPS put the hurt on the NPCs. The more I look around, the more it looks like active-tank Ravens are about all there is unless I spend the next 6 months training command ships. :p

As an alternative, 3 ships more focused on DPS + high resists and back them all up with a shield-rep boat?

Or maybe spider-tank my 4 drakes or 4 Ravens?

You are correct o find most raven's Active tank fitted, you will also find a few passive/buffer fit.

The buffer fit i generally tend to see is 2 Large Shield Extenders IIs with 2 Invul Field IIs 100 MWD, however this fit also fits PVP better, as most active/specific resist tanks for mission is usually the norm. You could easily spider tank with a BS setup, i generally use 1 BS ie: Domi, and then 2 to 3 Tengus/or Drakes and have them orbit the BS to get their angular velocity up and always moving.

Most of the time everything is targeting the domi which is easy to dual rep perma tank 1200+ dps.

Understood, and the reading I've done explains why (BS have crappy shield regen times, making passive regen fits untenable).

I'd like to have the most DPS I can get (obviously), along with the ability to survive random spawn DPS on something other than the main guy. Looking around a bit more and doing some theorycrafting with EFT, I think I have a fit that fits the bill for "semi-AFK" missioning.

This fit is cap stable at 51% running the booster plus one repper. They'll get about 792/sec total with 3 single reppers from the others, or in rooms like Angel Extravaganza Bonus pocket, he can warp in and start his booster and have the other 3 run both boosters on him for 1368/sec, which should be overkill.

With regards to DPS, upgrading to the above fit x4 would take me from about 179 on the drakes to 260ish, which is a decent upgrade. Once I'm more comfortable with things, I will probably get rid of the shield boosters and just stick with two reppers each, which will allow me to swap some damage mods back in.

[edit] I'm about 11 days of training from being able to fit the above.

I never felt I never got much out of a target painter on a cruise Raven. Everything that was small enough to need a TP to kill faster gets eaten alive by small and medium drones. That and the extra hardener can make a big difference in your tank.

Well, there are times when you want to kill cruisers/BCs but really don't want to launch drones due to aggro issues from another big pocket. In those cases, TPs do seem to help, though I haven't found a good way to generate a combat log to see what my DPS actually does with 'em on versus off. For most L4s, I've not needed a broader resist spectrum, but you have an excellent point for missions such as Angel Extravaganza.

You should be two shotting BCs with a cruise Raven. Cruisers can be a bit harder but if you can take them on their way to you it's easier.

I'm just all about over tanking missions since I lost a CNR several years ago by over estimating my abilities. However if you're going to be boxing multiple Ravens and spider tanking you don't need as much tank.
