dual weapon question

i'm running shaman for the first time and I have them dual wielding right now. i had mace+mace on each and I decided to keep my options open so I put a dagger and an axe on them and tried to get my skill up on these alternate weapons, besides they were rated a little better than the maces I have. they won't skill up beyond about 220 of 260. I miss or give 1 hit point glancing blows with them. it's been two days and at least 4 or 5 hours of play. is there a problem with not using the same weapon? ( dagger+dagger or mace+mace ) because dagger+axe is not working. I switched back to mace+mace and even though they are rated lower than the axe+dagger I hit and get hit points and my skill is closer to 250 of 260.

My guess is, the mobs you are trying to level your weapons against are either dying too fast or are far below your level. You need to skill up against similar level mobs to get the skill.
