In Beta you could wait until you were 50 to do these and have a chance at 50 rare/epics ( the item scales to whatver level you are when you loot it). Now the first few tiers zones, the items max out at 30. Once you hit the higher level zones, the items max out at 50. I think all that info is in the link, enjoy!
