We have used the Skirmisher Banners (+5% DPS) pretty extensively. It seems you can use them all the time - their recast is 30sec or so, and they last for 5 minutes. The recast starts ticking from the moment you place them, so they are more than ready by the time the previous one expires.
We have also used the guild rally banner. This one has a long recast (1 hour) and requires the placer to stay close or it despawns. However, it seems the recast timer is individual to the person who placed it - so there is nothing stopping other guild members from placing another banner after the first one disappears.
All in all, the perks look pretty interesting. However, some of them look pretty weak - for example, the +5% coin gained one - 1 minute duration is WAY too short. You would have to stock up on guild tokens (they only stack to 20 per stack!) and recast it every minute for such a minor effect. If it was extended to 5 minutes or so, it'd be much better.
The Guild Perk abilities use Guild Tokens, rather than Planar Power like I originally though, and the cooldowns are controlled individually (great for us).
