For anyone else struggling with whitelisting shift, ctrl and alt key character combos.
Put shift-0 in your white list.
Create a keymap and add shift-0 then map it to any string, I used "shift_0".
Load the keymap in for both of your characters and you should now be able to pass shift-0 to both clients.
Repeat for as many keys and characters as you need.
