RAF Question

I am just getting back into things after six months off, seeing what's new since Cataclysm, etc. Then, I had a thought about adding one more account to my boxing. So, I was wondering this: Can you refer friends with an account that is not currently active? I was thinking of doing some of the RAFs, using the free month to activate my other accounts. Would that work, or must I first pay a month for them to recruit some new friends?

Well, I bit the bullet and tried it. So, for future reference, it works. The veteran account became active once I paid for a month.
