Los - I captured it with Fraps in Full vid mode. Then I encoded it using Sony Vegas 8 Pro, in 800x600 size, with all the settings on highest quality. I used the 1080 high def DIVX codec 3500 kb/s bitrate.

aah i use a smaller bitrate, think thats the problem, did you use divx encoder afterwards? (the program that makes .divx from your .avi

No divx codec does not come with vegas. get it from divx.com and no, i don't use the divx encoder afterwards to change it to .divx.. .avi is fine.
