I am configuring my UI and repeater regions to start click healing in raids, and I am having a hell of a time making all of these regions, and positioning them one by one. (I have 3 for each unit frame in the raid).

IE: 30 Regions for a 10 man // 75 for a 25 man

Is there some sort of a way for me to copy and paste the boxes in a specific size and location? Either through the modifer in game or through the LUA/XML files?

Why would you want so many regions?
Couldn't you make a few regions which were large enough to cover everything?

You can use Action Target Groups, as the recipient of a click.
And mapped keys to add/remove toons from the various groups, should you need a given click to go to one toon or another.

If your unit frame displays units in any kind of a grid..
Rather than doing several repeater regions, you could make either a RR that is either a column or a row, depending on whether the frames are divided into thirds vertically or horizontally.

Two repeater regions cover my party frames. If I click the left, my holy pally heals (Left Click = insta heal, Shift Left Click = long heal, Right Click = flash heal) and in "Oh Sh!t" moments, if I click the right region, my druid heals. Just make the regions cover your whole frame instead of multiple little frames for each party member. The center of the frames are open so my DK can do the usual menu items.

Siea, may I ask what your UI is? That is a lot better than mine. >.>
Or if you can upload it somewhere. You don't need to leave anything in the WTF folder, as I know what to do there.

I am using an oUF Lumen frame base, but the way he's written the LUA it's far from optimal. So I wouldn't mind making the switch.

Might be a little late Vociferate (just noticed your question when answering a post today :P ) but that's a modified Tukui called ElvUI I believe. You can get it from www.tukui.org.
