Found this little gem on another forum:
Mate, just do it once, extend your lockout in it every day, and it practically minimizes the chance you ever get it as a random again :P Using this method, I've made Azjol Nerub my daily dungeon 12 out of the last 13 times :P Dear god why havent I thought of extending my lockouts on dungeons I hate doing. All that wasted time arrrgh!!!

raid tab, click the button and look for each dungeon. Highlight dungeon and click "extend lockout"

I tried this in the past, unless something has changed, it doesn't work. the random finder doens't care what you're saved to.
The only way to impact your random dungeon selection seems to be using and carrying crappy gear to prevent you getting things like HHoR

The RFD checks your bank/bags as well as I understood, so that wouldn't work either.
I'm pretty sure extending the lockouts doesn't work, as I've popped repeat dungeons in RFD.

Yup, i know it checks your bag, but I don't believe it checks your bank.

Similar to the gear checks in Battlegrounds, the system will check all of the gear in your inventory.
And in regards to using lockout, it has some effect but proobably not much unless everyone else queuing has the exact same lockout's:
No, it's not random. There are some loose gear checks and gear matching systems in place. The Dungeon Finder weights dungeons you've already run a little lower, but then also looks at who is in the queue, what they are in the queue for, and tries to figure out the quickest way to get you inside a dungeon. It's a fairly complicated algorithm that isn't trivial, took a good deal of time to develop, and we're happy with the way it's turned out. Ultimately, it's getting players in dungeons with minimal wait times, but it's not completely random.

yeah it's not completely random, it favors throwing my priest in HoL or DTK. >.< Could be worse I guess.

That's not the way random dungeon system works. By extending your lockout you reduce the chance that you will get it again. Notice the quote says that he got the same dungeon 12/13 times? It's because it doesn't work all the time.

So the real question is, does it check the gear you have currently OR does it check for the blizzard equivelent of GS and checks what the highest you have had for that toon?
If it is a simple case of checking your bags and NOT your bank then we could all be running UK or the like every day for hours on end.
I know the second dungeon my sub 3.4k GS DK tank got was PoS

I have my own guild and I am wondering if it checks my guild bank. I would just have my toons queue up in green gear. I would love to run random UK over and over.
Whups, I forgot... You cant put soulbound items in the guild bank. doh!
So I would imagine that the alogorithm looks at your soulbound items, where ever they are.

Why not leave the instance and queue again in 15 mins? That's what I do and I rarely get "instances I hate" 2-3 times in a row.

Actually I got TOC 5 times in a row, so this method is a relief for BS like that.

Arggghh - me and TOC. When I was still gearing in Triumphs I too got it 5, 6 or maybe even 7 times in a row. I was like "time to pop HTOC now" and sure enough.....
