Elemental shammys Staff vs shield in PVP

The title says it all. In PVP, would you go with 1h and a shield or a 2h staff? Does the shield help at all in blocking?

I just got my other shammy to 80 and want to start some PVP with both of them.

...I don't think you'll find anyone that recommends going without a shield.

In full pvp gear sitting at 17.8k armor (54% physical damage reduction), rogue can still chew through me rather quickly.

Taking away my shield and going with a staff and I'd be sitting at 8.8k armor and only have 27% physical damage reduction and rogues would love me even more.

Its kind of like asking if cloth is the way to go for pvp.

the staff offers no benefit over the shield, and buts your armor in half.

+ dagger / shield is more SP then staff.

It's quite a nobrainer :)
