one of my up and coming teams consists of 4dk's and a priest:

If one of my dk's specs improved icy talons for 20% party haste buff, and the other 3 dk's spec icy talons for the 20% self-only haste buff.. will they stack for 40% haste buff?

No, you only get 20% haste from improved icy talons.
