Correct me if i'm wrong here

If I set up my 5 accounts A-B-C-D-E
I boost 4 groups of characters to 60
E can give D 120 levels
on D I level 3 (120 / 40 = 3) characters to 20 that means i can get these three leveled to 60 with the granted levels I got from E
now D has 4+3 characters i.e. 210 grantable levels
C gets 210 from D, this time C levels 5 characters to 20 (210 / 40 = 5.25) and grants rest of the way to 60
now C has 4+5 level 60s
C can give B 270 levels
again, B levels 6 (270 / 40 = 6,75) characters to 20 and grants to 60
now B has 10 characters at 60 - 300 grantable levels
A, booster account can level 7 characters (300 / 40 = 7,5) to 20 and grant to 60

but now, what if B migrates one of it's chars (one that has already granted) to E since E only has 4 chars and B 10 (max)
now B creates a new character along with A, levels it to 20, then B gets from C the remaining (,75x40 i.e 30) levels which would
bring B's new char to 50, he will grant A 25 -> bringing A's new char to 45 and A would get the remaining from B's previously leveled
characters (0,5x40) and get all the way to 60

This would result in:
E = 5 chars
D = 7
C = 9
B = 9 + 1@50
A = 8 + Booster

Total = 38 new 60s + 1 at 50

In practice you'd only have to boost 4x 1-60 and level the rest of them to 20 saving alot of harder earned levels at the
higher end of the scale

Sorry for the longwindedness of the post, I was bored at work and tried to do the math but I'm not entirely convinced

From a cursory glance, the math seems right.

As far as granted levels go.
For every 60 you level (from 1st), you can boost 30 levels.

If there is one link in the chain...
Example A -- B
You would need to level two toons on B, to equal one 60th on A.

If there are two links in the chain...
Example A -- B -- C
You would need to level four toons on C, for granted levels on B (from C) adding up to a full 60th on A.

But if you are going to partially level toons.
So the granted levels, plus partially leveled toons, add up to 60th.
Then cascading the granted levels isn't that big of a concern.

So to be clear, toons that are given 60 levels from another toon on the RAFed account gets another 30 levels to grant in the RAF chain even though all their levels were granted levels and not gained via questing ex etc?

yes

Correct.

Levels gained from granted levels count towards levels granted.
IE, levels cascade.

But because you can only grant levels to a toon who is lower then your level.
You need to level 2 toons per link in the chain, to get full benefit.

RAF Set Up:
A (Booster) -- B -- C
A (Booster) -- D -- E

A to B to C = 2 links.
A to D to E = 2 links.
Will need to boost 4 toons, to get the full benefit from the cascading levels.

If you boost 4 toons on BCDE with A.
You end up with:

B x4 (From Boosting)
C x4 (From Boosting)
D x4 (From Boosting)
E x4 (From Boosting)

And:
A x4 (x2 Granted from B, x2 Granted from D)
B x2 (x2 Granted from C)
D x2 (x2 Granted from E)

And:
A x1 (x1 from B, based on the levels B received from C's granted levels)
A x1 (x1 from D, based on the levels D received from E's granted levels)

Total:
A 6x Level 60's
B 6x Level 60's
C 4x Level 60's
D 6x Level 60's
E 4x Level 60's
