Unfortunately I don't have RAF.

Currently I'm leveling my 4 rets but it's painfully slow. For the fifth account I have many options.

1.) Should I boost even though I don't have RAF?
2.) I don't know how to play a DK. Is the DK strong enough to boost the 4 rets through the higher instances (SM) or should I use my 80 moonkin? Boosting with the DK will allow me to start learning how to play, but the moonkin may just be significantly stronger.

I would boost with the 80. Questing to 60 without RAF would be terribly slow. Although boosting is going to be a bit of a grind, it's a lot faster.

This. Alternatively you can raf 2 at a time and boost that way. It might cost you nearly 100$ but it might take the same amount of time to do this as it would the 1 group to 60 the grindy way which would be a waste of money.

If boosting is the fastest, when instance/boost exp is 3x, mob/grind exp is 3x, pvp exp is 3x or questing is 3x...
Then when they're all 1x, it should still be the fastest.
Although the margin between each will only be 1x the margin and not 3x, so mixing it up won't be as much of a loss, if boosting gets too stale.

If you already have 5x WotLK accounts, I recommend spending the approx. $110 to buy 2 vanilla WoWs ($30 x2) and RAFing these to Account #2 and #3, then boosting those toons. If you would like to use Blood Elves/Paladins or Draenai/Shamen, simply activate the 10 Day Free BC trial on the 2 Vanilla accounts.

It will take you approx 12-19 hours played to get the group to 60, maybe faster with a Boomkin (they are pretty good boosters, search youtube).

Then transfer the 2 toons to your main accounts ($25 x2).

This will work if you only require the single group boosted. If you wish to boost multiple groups, you have a tougher decision. Here is what I did:

On my existing 4 Alt accounts, all I had was the Shaman team, so I bought 2 Battle Chests ($40 x2) and 2 WotLK boxes ($40 x2). I linked these 2 new accounts to existing account #2 and #3. Then I transfered the Shamen from Account 4 and 5 over to the new accounts ($25 x2). Then I ditched the 2 Shamen's old, empty accounts (Blizz Cust Service can remove them from your Battle.net account).

So my total is at $210. I've boosted 4 teams to 60 using the RAF and still have 1.5 months of RAF to go to boost up enough that I could have 1 of each class at 60 on all 4 accounts. Sadly, using this strategy, the main account will not acquire any new toons, nor do I make use of Level Granting (I'm not sure what good Level Granting would do me).

You could use Level Granting to create a 60 toon which could be included in a mixed PvE team, but you don't want to bother boosting that single toon (Rogue, Hunter, Warrior).

Thankfully gmbattletech contacted me through private message on this forum and sold me a couple $5 WoW codes (he still has a couple left if anyone is interested). I decided to keep my female dwarves instead of going to blood elfs so I didn't need TBC. I will transfer the two toons once 60 (after granting levels of course) which means my total bill will only be ($5 + $25)x2 = $60. Definitely worth it to spend that money and not go crazy without RAF. Plus, I should be able to get two more toons to 60 (not going to transfer again) through the level granting.
