I am not sure what you mean by mouse target? Mouseover? If so there is no spell that requires that but there are certainly spells that require a target.
You need to set up /assist and /target. You can do this with programs such as keyclone, isboxer or hotkeynet. There are a few instructionals on doing this in the wiki and in several stickies.
he's talking about the ground targeting required for Hurricane

I use IS Boxer.
I have all my toons with ground target effects, placed into a group (action target group) which I have called "ground".
My FTL DPS Keys (1 through 0, plus - and =) will have everyone on the team click the same button as the active toon, but assist the active toon first. On the first screen for the keymap, where you set the hotkey etc, there is an option to "send next click" as well as a target for who gets the click. I have selected "ground" as the target.
So, I can place Consecrate, Holy Nova, Hurricane, Hellfire and Blizzard on the same key. This is an AoE key. The Paladin, Priest and Warlock are not in the ground group, so there is no mouse broadcast for these toons. The Druid and Mage are both members of the action target group, which means I will physically have a mouse target circle in both of their windows. As I move the mouse on the current screen, the targeting circle moves (in real time) on their screens too. I just left click, when everyone is within both circles. It helps to have similar camera angles on all of the slave toons.
Just clicking, say "4" (or wherever you have the AoE), turns mouse broadcasting on, for the toons in the group "ground", and after the one click of the mouse, it is automatically off again. It is very nice that the broadcasting turns on, without other input from me (just press 4), and when I've clicked its also off automatically.
Any toon can control the (mouse) targeting of all the others. And whoever the leader is, is automatically assisted (FTL) by the others for attacks/heals etc.
