I want it set up so that when I press and hold the Space Bar, it sends the keyclick to all my WoW clients at, say, 3 clicks per second. Then I bind my Interact With Target button to Space Bar.
Illegal, or not? Why either way?

I think of it this way ->
1 keypress = 1 action
If you set up a key to spam /click at 3 times a second then that is more than 1 action per key press. You have just entered into a gray area. I would be very careful about macroing your keys to do multiple presses.
In general people here mash their keys meaning they press the key about every 200ms (5 times a second). Some claim to press keys at 8 time a second. I have trouble with going beyond 5 physically.

Nothing gray about this, it's been covered specifically in discussions of programmable keyboards and such. This is not acceptable.

If you click yourself at 3 clicks per second, that's fine.
Because you get 3 inputs for 3 key actions.
The only time multiple outputs for a single press is ok.
Is things like pressing W and Q at once, to move and strafe which is possible to do at once within the base wow client.
Or a keybind like Alt + M, is two keys, but you can press both with one keymap.
These are simultaneous keys, which combine for one action at a time on one press.
You can configure a key to do an action for as long as you hold the key.
For example movement keys.
Anything which involves a delay or timed repeat will eventually get you banned.
The G15/G11 can do this function, but your account is not worth the risk.
As far as I know, you cannot do this with any of the major boxing programs like IS, HKN, KC, GCP, PB etc.
Not that you'd want to.
